Welcome to the INSPIRE project

The project proposal is based on the analysis of the needs of Partner Universities and focuses on the modernization and harmonization of HE systems in the electrical engineering (adopting system of degrees, setting up a system of credits, eliminating obstacles to free mobility, favouring updating of training contents and communication methodologies) according to Lisboan Strategy and Bologna process in Russian and Chinese Universities. It will be started on the ground of the successful and long experience of UTBM, OVGU and UNIVAQ in electrical engineering training with respect the EU requirements, and from the existing curricula in or similar degree active in the other Universities of the consortium.

Wide project objectives:

  • To promote modernization of higher education in Russia and China;
  • To ensure the internationalization of higher education in  Russia and China;
  • To create the uniform educational space in electrical engineering, considering regional differences and integrating the European experience in curriculum developing;
  • To build up capacity for cooperation among HEI and non-academic partners in EU, Russia and China
  • To update and develop innovative institutional capacities in RU-CH Universities.

The idea of this project appeared as geographical position and concentration of different types of industries in regions of Partner Universities requires high level of education and training of relevant specialists in electrical and measurement engineering and quality control sphere. Modern production is not possible without systems or various applications including quality control. One effective way of improving the quality of any products in all industries is increasing use of modern instruments and automation systems (monitoring, diagnostics and control), corresponding to that integrate the world standards.

At current stage of economic development it can’t be effective anymore. Modern economy needs engineers able to solve complex practical and research problems, to process and classify information, to assess the situation as a whole and to suggest a holistic approach to the problem solution, to use both fundamental and applied knowledge accumulated within various studies.

Chinese industry is undergoing major transformations as the heavy industry continues to grow, develop and need new specialists that can work towards meeting the demands of growing industrial reformations. The two cities, Changchun and Lanzhou, are two largest cities in their provinces and are considered as hubs for regional construction, production and transportation. Changchun is one of the centers of development of the Chinese heavy industry with more than 2700 industrial enterprises, including 87 transnational companies. Lanzhou is the center for transport machinery engineering, oil equipment production.

Realization of similar network structure at Russian and Chinese universities will be carried out for the first time. During the three-year long life cycle of the project the members of the consortium will create a strong partnership in order to build an educational network between EU, Russian and Chinese Universities aimed at the international recognition of the degree in electrical engineering.

University of Belfort is chosen as Coordinator of the project, because it has a very good experience in the managing of the international projects and, in particular, on the ground of successful experience of the Master Degree in Electrical engineering as well as Organisation and Management of Business Systems, which respect the EU requirements and serve as good musters for creation of an interdisciplinary master program “Instrument engineering and intelligent quality control”. One part of the consortium is big universities with advanced departments of electrical engineering and measurements which have similar training programs at the Bachelor, Diploma or Master level: Department of Information and Measurements systems and technologies at SRSPU, Department of Electronic at VSU, Department of Electrical engineering at VSTU, Department of Microprocessor means of automation at PNRPU,  the Institute of Automation and Electronic Instrument Engineering in Kazan, Institute of Computer Sciences and Engineering at CIT, College of Electrical and Information Engineering, LUT. The other part of the consortium, represented by European Universities, which are recognized for the quality of their  teaching activities and scientific research in engineering, as well as for their global connections with top Business Schools and enterprises around the world. UTMB prepare engineers on the speciality IMSI: Engineering and management of industrial systems, which is multidisciplinary: mechanical design, automation, manufacturing processes, industrial organization, quality, project management  combined with virtual side, the CAD coupling + digital factory which can design a product in 3D, to represent the stages of manufacture, model machines and simulate the flow. UTBM uses educational platforms as a place of experimentation of production technologies: high-speed machining, water jet cutting, laser 3D metrology, plastic injection, additive manufacturing, industrial robotics. The special task is assigned to UTMB in creating a virtual enterprise as a practical module for the new master program curriculum.

Future of the project

Sustainability on the level of national and local policies after completion of the action will be secured by regulations of Russia and China, which determine the planning of the educational processes on national level and in the universities, participating in the project.

The strategy of sustainability consists of following steps:

  1. To integrate the experts of the PC universities actively in the development of the aimed project results to enable them to update their necessary skills on their own after project end.
  2. To build up a strong relationship between the EU and PC universities through agreements  to strengthen the persistence of the developed Master Courses not only in the PC Universities but also in the EU universities.
  3. To build up a quality assurance and evaluation to integrate continuous improvement in the Master Program concerning teaching materials, students’ knowledge, teaching process.
  4. Regular study process in PC Universities involves prospective students in each University.
  5. International students from Asia, Africa and Commonwealth of Independent States (former Soviet Republics) will be involved to study INSPIRE program in Russia and China.
