Aim of the Quality Control and Monitoring Plan 

The aim of the Quality Control and Monitoring Plan is to ensure that the project objectives and outcomes are fit to the purpose timely, technically according to the project proposal and if it is needed for the efficiecy of the project, the necessary changes are undertaken. For this purpose, each partner organization form an Internal Quality Evaluation Working Group (IQEWG),where the main responsible board will be the Quality Evaluation Working Group (QEWG) of the project formed from one representative from each partner. All quality control measures and chart should be reported to the Project Management Board.

Quality Control and Monitoring Plan

The Quality Control and Monitoring Plan (QC&M) in INSPIRE follows a cross-control method, meaning that for the specific level or activity responsible Quality Control Group expert would not be able to evaluate the work from his own institution. If Partner 1 was working on the segment, all other Partners except 1 would be able to conduct the evaluation as well as it would be also limited to regions, meaning that if Partner 2 is from the same region as Partner 1 he is not eligible to perform the Quality Control.

The Quality Control and Monitoring Plan (QC&M) in INSPIRE comprises different levels and different evaluation at each level.

1. The Organizational level:

At this level, each RU and CH partner university conducts quarterly monitoring report about the project progress at the organization (university) level. For this, each RU and CH partner should establish an Internal Quality Evaluation Working Group (IQEWG). This will be consisted of representatives from the study department, teachers and students. On base of the verification of the timetable, quantity and quality indicators of activities the IQEWG will prepare quarterly reports and present them to the Scientific Council of the University and the INSPIRE QEWG. Results of the monitoring and discussion will be analysed by the project administrative staff.

2. The Inter-organizational level:

Every half year, the project administrative and academic staff from Partners that are responsible for WP at the life cycle of the project will assess project results delivered by their colleagues. Results of the evaluation will be presented and discussed at the Project Coordination Meetings within the QEWG. 

3. The program countries QC&M visits:

Third level of quality control and monitoring will be done by program countries twice a year. For this purpose one QC&M responsible persons from the EU universities will visit a partner (RU or CH) university. As an alternative, the QC&M responsible persons can organize an online meeting for the target partners. Within the whole life cycle of the project, the aim of these visits is to evaluate the status quo of the project in the region according to the detailed project chart, provide qualitative and quantitative parameters for the past period, and propose some improvements’ recommendations.

4. The External QC&M level:

The fourth stage of the QC&M is the External Quality Control and Monitoring. This will be provided by the Individual Experts from the EU, CH and RU. During these evaluations experts will assess correspondence of the developed Subsystems to the EU standards and modern EU Universities’ practice. The results of evaluation will be reported to the Project Management Board (PMB) and presented at International Conference.

Feedback and Improvement of the Acting Plan

After each monitoring procedure, the results should be reported to the Quality Evaluation Working Group (QEWG) and the project manager. In case of any inconsistency between the actions and the project plan, any inefficiencies occurrence in the implementation of the project, the QEWG should give recommendations for timely elaboration of adjustment mechanisms and address those to the project manager and the project responsible persons from all partner universities to improve and implement the adjustment mechanisms.

Besides that the results of evaluation at any level should be collected before each coordination meeting in order to analyse performance, evaluate risks and apply contingency measure, where necessary.

Quality Control and Monitoring visits

During the life-time of the project three visits to Russia and China are planned: 

  1. One expert from OVGU to VSU for 5 days during the first year of the project.
  2. One expert from OVGU to CIT for 7 days during the second year of the project.
  3. One expert from UNIVAQ  to SRSPU for 5 days during the second year of the project.

The above mentioned persons comprise the Quality Evaluation Working Group (QEWG) of the project INSPIRE. The main roles of the QEWG are to monitor the project activities, technical quality of the deliverables and results and their accordance to the time and financial plans.
